WORKFORCE DEVELOPMENT: Barriers and Possibilities

چکیده

The burden of disease associated with problematic alcohol and drug use demands a strategic approach to workforce development as much as it does to other areas of policy development and implementation. However, health workforce development, and in particular health workforce planning, has had a checkered career internationally. Barriers to health workforce development have included a failure to specify health goals, limited liaison between the health and education sectors, and resource constraints. Other factors that have complicated a strategic approach to workforce development in the health sector include the diversity and rapid evolution of health services, the long training period for most health professions, and the increasing mobility of the health workforce.
